(حسابدار اموال در شهرداری مرکزی بندر بوشهر). 2025 12 07 In this study, an attempt has been made to deeply analyze the challenges of implementing the warehousing system in municipalities as one of the most fundamental components of managing public resources and assets. Municipalities, especially in metropolitan cities and provincial centers, are faced with a large volume of goods, equipment, maintenance items, and capital assets, and for this reason, efficient warehousing plays an undeniable role in improving organizational productivity. Despite the importance of this area, challenges such as lack of process integration, weak documentation, shortage of specialized personnel, slow information flow, internal control deficiencies, and lack of standard performance evaluation systems have caused municipal warehousing to fail to operate at the desired level in many cases. The present article, with a review approach and interdisciplinary analysis, while examining the theoretical foundations related to warehousing, public asset management, and financial functions of municipalities, identifies effective challenges and provides feasible solutions to improve the current situation. In this analysis, the role of new technologies, supply chain standards, new models of internal audit and control, organizational transformation, and the legal structure of public property in the performance of municipal warehousing has been examined. Also, considering the importance of warehousing in cost management, prevention of property waste, improvement of human resource productivity, and improvement of decision-making structure, suggestions for improving processes have been presented that can be useful for city managers, property accountants, warehousemen, and planning experts. The article shows that warehousing in municipalities is not only a technical activity, but also a part of the urban governance system, and its improvement requires structural, technological, legal, and managerial reforms. در این پژوهش، تلاش شده است تا چالش‌های اجرایی سیستم انبارداری در شهرداری‌ها به‌مثابه یکی از زیربنایی‌ترین اجزای مدیریت منابع و دارایی‌های عمومی مورد واکاوی عمیق قرار گیرد. شهرداری‌ها، به‌ویژه در کلان‌شهرها و مراکز استان، با حجم گسترده‌ای از گردش کالا، تجهیزات، اقلام نگهداری و دارایی‌های سرمایه‌ای روبه‌رو هستند و به همین دلیل، انبارداری کارآمد نقش انکارناپذیری در ارتقای بهره‌وری سازمانی دارد. با وجود اهمیت این حوزه، چالش‌هایی همچون نبود یکپارچگی فرآیندها، ضعف در مستندسازی، کمبود نیروهای متخصص، کندی در گردش اطلاعات، نقص‌های کنترل داخلی، و نبود نظام‌های استاندارد ارزیابی عملکرد موجب شده است که انبارداری شهرداری‌ها در بسیاری از موارد نتواند در سطح مطلوب عمل کند. مقاله حاضر با رویکرد مروری و تحلیل میان‌رشته‌ای، ضمن بررسی مبانی نظری مرتبط با انبارداری، مدیریت دارایی‌های عمومی و کارکردهای مالی شهرداری‌ها، به شناسایی چالش‌های مؤثر و ارائه راهکارهای قابل اجرا برای اصلاح وضعیت موجود می‌پردازد. در این تحلیل، نقش فناوری‌های نوین، استانداردهای زنجیره تأمین، مدل‌های نوین حسابرسی و کنترل داخلی، تحول سازمانی، و ساختار حقوقی اموال عمومی در عملکرد انبارداری شهرداری‌ها بررسی شده است. همچنین، با توجه به اهمیت انبارداری در مدیریت هزینه‌ها، پیشگیری از تضییع اموال، بهبود بهره‌وری نیروی انسانی و ارتقای ساختار تصمیم‌گیری، پیشنهادهایی برای بهبود فرآیندها ارائه شده است که می‌تواند برای مدیران شهری، حسابداران اموال، انبارداران، و کارشناسان برنامه‌ریزی مفید واقع شود. مقاله نشان می‌دهد که انبارداری در شهرداری تنها یک فعالیت فنی نیست، بلکه بخشی از نظام حکمرانی شهری است و ارتقای آن نیازمند اصلاحات ساختاری، فناورانه، حقوقی و مدیریتی است. /downloadfilepdf/447589
