(حسابدار اموال در شهرداری مرکزی بندر بوشهر). 2025 12 07 Optimizing the warehousing and property management process in municipalities is of fundamental importance due to the essential role of these institutions in providing public services, optimally allocating resources, and ensuring financial transparency. The performance of municipalities in the field of maintaining, registering, controlling, and updating movable and immovable property not only affects their operational efficiency and current costs, but also strengthens public trust and increases institutional legitimacy. Given the complexity of the financial, administrative, and legal structures of municipalities, this area requires technology-based models, new governance frameworks, and scientific mechanisms for managing public assets. The purpose of this review article is to comprehensively analyze existing research, approaches, and capacities in the field of warehousing, property management, financial transparency, and reducing public costs in municipalities. First, the status of public property and its legal requirements are examined; then, the structural challenges of municipalities in the field of warehousing and inventory management are explained. Next, the role of new technologies such as integrated digital systems, intelligent financial reporting models, optimization algorithms, and digital supply chains is explained. Also, experiences related to new models of warehouse performance evaluation, green innovation, maintenance management, urban financing, and mechanisms for preventing the waste of public resources are analyzed. The findings show that optimizing the warehousing process in municipalities not only helps reduce public costs and prevent property waste, but also strengthens financial transparency and improves the data-based decision-making system. Based on the literature review, the implementation of digital frameworks, new internal control systems, human resource training, reengineering the organizational structure, and paying attention to the legal requirements of public property are considered the most effective solutions for reforming traditional processes in municipalities. This article, by combining legal, managerial, financial, and technological aspects, provides a comprehensive framework for analysis and policymaking in the field of urban property management. بهینه‌سازی فرآیند انبارداری و مدیریت اموال در شهرداری‌ها به دلیل نقش اساسی این نهادها در ارائه خدمات عمومی، تخصیص بهینه منابع، و تضمین شفافیت مالی، از اهمیت بنیادین برخوردار است. عملکرد شهرداری‌ها در حوزه نگهداری، ثبت، کنترل و به‌روزرسانی اموال منقول و غیرمنقول، نه تنها بر کارایی عملیاتی و هزینه‌های جاری آنها اثرگذار است، بلکه موجب تقویت اعتماد عمومی و افزایش مشروعیت نهادی نیز می‌شود. با توجه به پیچیدگی ساختارهای مالی، اداری و حقوقی شهرداری‌ها، این حوزه نیازمند الگوهای مبتنی بر فناوری، چارچوب‌های نوین حکمرانی و سازوکارهای علمی مدیریت دارایی‌های عمومی است. هدف این مقاله مروری، تحلیل جامع پژوهش‌ها، رویکردها و ظرفیت‌های موجود در زمینه انبارداری، مدیریت اموال، شفافیت مالی و کاهش هزینه‌های عمومی در شهرداری‌ها است. ابتدا جایگاه اموال عمومی و الزامات حقوقی آنها بررسی می‌شود؛ سپس چالش‌های ساختاری شهرداری‌ها در حوزه انبارداری و مدیریت موجودی تبیین می‌گردد. در ادامه، نقش فناوری‌های نوین مانند سامانه‌های دیجیتال یکپارچه، مدل‌های گزارشگری مالی هوشمند، الگوریتم‌های بهینه‌سازی، و زنجیره تأمین دیجیتال تشریح می‌شود. همچنین تجارب مرتبط با مدل‌های نوین ارزیابی عملکرد انبارها، نوآوری سبز، مدیریت نگهداری، تأمین مالی شهری و سازوکارهای پیشگیری از اتلاف منابع عمومی تحلیل می‌گردد. یافته‌ها نشان می‌دهد که بهینه‌سازی فرآیند انبارداری در شهرداری‌ها نه تنها به کاهش هزینه‌های عمومی و جلوگیری از هدررفت اموال کمک می‌کند، بلکه موجب تقویت شفافیت مالی و بهبود نظام تصمیم‌گیری مبتنی بر داده می‌شود. بر اساس مرور ادبیات، پیاده‌سازی چارچوب‌های دیجیتالی، نظام‌های نوین کنترل داخلی، آموزش منابع انسانی، بازمهندسی ساختار سازمانی و توجه به الزامات حقوقی اموال عمومی مؤثرترین راهکارها برای اصلاح فرآیندهای سنتی در شهرداری‌ها محسوب می‌شوند. این مقاله با ترکیب جنبه‌های حقوقی، مدیریتی، مالی و فناورانه، چارچوبی جامع برای تحلیل و سیاست‌گذاری در حوزه مدیریت اموال شهری ارائه می‌دهد. /downloadfilepdf/448602
